Introduction

The Council of Europe is an international organisation founded in 1949, and has currently 47 member states. Human rights is one of its main spheres of activities. The European Convention on Human Rights was signed on November 4th, 1950, and an international court, the European Court of Human Rights, was set up in 1959 and examines both inter-State or individual applications alleging violations of the rights included in the Convention.

In almost fifty years the Court has delivered more than 10,000 judgments. These are binding on the countries concerned and have led governments to alter their legislation and administrative practice in a wide range of areas. The Court is based in Strasbourg, France.

Next to the ECHR, many other HR-related conventions have been adopted under the auspices of the Council of Europe. In addition, numerous initiatives have been set up aiming to promote human rights by targeting specific issues, such as national minorities rights, trafficking, gender equality and others.

In 1999, the Committee of Ministers instituted the office of the Commissioner for Human Rights, whose aim is to encourage reform measures to achieve tangible improvement in the area of human rights promotion and protection in the member states.
